CCISDA Strategic Plan
Delivering Value to CCISDA Members
2025–2027 Strategic Plan Highlights

As the association representing California’s county technology professionals, CCISDA is dedicated to supporting your success. Over the past year, the CCISDA Board of Directors and staff have worked together guided by your feedback to create a forward-looking strategic plan that reflects the real challenges, opportunities, and priorities of our members. The result is a thoughtful roadmap designed to strengthen our community and enhance the value of your membership.

Our Mission
CCISDA equips county technology professionals with the resources, knowledge, and leadership skills to develop innovative business solutions that drive excellence in county service to the community.

Our Vision
CCISDA is recognized and trusted as the professional community where members come together to learn, share, access resources and build lasting professional relationships to address the business needs shaping the future of county operations.

What This Means for You
The 2025–2027 Strategic Plan focuses on three key areas to deliver value to you and your peers across the state. First, we are committed to providing timely, relevant education and resources that help you stay ahead of the curve. Whether through new webinars, expanded learning opportunities, or tools that address emerging issues, you can expect CCISDA to serve as a go-to resource. Second, we are working to grow and strengthen our professional community by creating more pathways for member engagement, welcoming diverse voices, and encouraging collaboration between peers and partner organizations. And third, we are investing in CCISDA’s infrastructure improving operations, refining governance, and expanding our capacity so we can serve members more effectively now and into the future.

Our 2025 Priorities
In the year ahead, CCISDA will focus on several major initiatives that bring this plan to life. These include launching a modernized website and new digital tools, developing a strategy for consistent member communications, and expanding outreach efforts to engage emerging professionals and those in underrepresented counties. We will also strengthen our role in advocacy by increasing our analysis and communication on legislation that impacts county IT. At the same time, we are reevaluating the Strategic Partner program to ensure stronger connections between our sponsors and members. Internally, we are clarifying the structure and expectations of committees and workgroups, and exploring updates to our governance model to ensure that leadership pathways are clear, inclusive, and sustainable.

Our Values in Action
This strategic plan is anchored in CCISDA’s operating values. We are committed to being a trusted community that supports open dialogue and mutual respect. We believe in inclusivity and the strength that comes from diverse perspectives. We value collaboration and the innovation it brings. We strive to make CCISDA resources easy to access and use. We invest in leadership at all levels and remain adaptable as the needs of our members and the industry continue to evolve.

How to Get Involved
This is just the beginning. The 2025–2027 Strategic Plan sets a course but it’s our members who bring it to life. Whether you serve on a committee, join a workgroup, or provide input as new initiatives roll out, your voice matters. If you’d like to get involved or learn more, please reach out to Melissa Leal, CCISDA Executive Director, at melissa@ccisda.org.
